Job Opportunity | HR Learning & Development (L&D) Specialist Darjah HR Services is hiring on behalf of a leading company in the Oil & Gas industry for the position of HR Learning & Development (L&D) Specialist. Location: Al-Mansour, Baghdad, Iraq Working Days: Saturday – Thursday (6 days per week) Working Hours: 9:00 AM – 4:00 PM (7 hours per day) Employment Type: Full-time About the Role: We are looking for an experienced HR Learning & Development Specialist to manage and oversee the company's learning and development activities across the Head Office and Refinery. The role involves identifying training needs, developing annual training plans and budgets, coordinating internal and external training programs, and evaluating their effectiveness to enhance employees' skills, technical competencies, and overall performance. Key Responsibilities: Conduct training needs assessments in coordination with department heads and Refinery management. Develop and manage annual training plans and budgets, ensuring effective allocation of resources. Develop and maintain competency matrices and individual development plans, particularly for technical and operational roles. Identify, evaluate, and coordinate with external training providers and technical institutes. Plan and coordinate training programs across the Head Office and Refinery, considering operational schedules and shift requirements. Coordinate mandatory safety and regulatory training with the HSE Department and monitor certification validity and renewals. Design and deliver internal training programs, including employee induction, soft skills, and compliance training. Manage the Learning Management System (LMS), e-learning content, training records, and attendance. Evaluate training effectiveness and measure its impact on employee performance and business objectives. Prepare training reports, budget updates, and recommendations for management. Requirements: Bachelor's degree in Human Resources, Education, Business Administration, or a related field. 4–6 years of experience in Learning & Development, Training, or Human Resources. Experience in the Oil & Gas, industrial, or refinery sector is highly preferred. Proven experience in managing training programs, budgets, and external training providers. Good knowledge of training needs analysis, competency development, and training evaluation. Familiarity with Learning Management Systems (LMS) and e-learning platforms. Strong communication, coordination, planning, and organizational skills. Professional certifications such as CIPD, ATD/CPTD, SHRM, or Train the Trainer (TTT) are an advantage.
