STANDARD MINIMUM QUALIFICATIONS Education: • High school diploma or equivalent is required. A recognized bachelor-level university degree in business administration, political science, engineering or a related area is desirable. Language: • Fluency in Arabic and English is required. spoken and written English is highly desirable. Experience: • A minimum of Three (4) years of relevant experience of Administration and has a good experience in following up with different Iraqi authorities to secure the required approvals, • Experience and knowledge with the movement of goods across national and provincial borders and a related understanding of the • functioning of the GCC/GCT and NOC is highly desirable. • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) QUALIFICATIONS AND COMPETENCIES Preparation of work progress reports, daily, weekly, and milestone, Proven ability to work with multi-disciplinary teams and liaison with authorities, Experience in supervising workers and time management. OBJECTIVES OF THE ASSIGNMENT • Processing UNDP Iraq requests of customs clearance and Tax exemption approval through the Iraqi government • Ensure proper documentation of official correspondences with MoFA, customs directorate, taxation directorate and the end user. SCOPE OF WORK 1. Ensures the access of goods and people across borders on behalf of UNDP: • Ensure the acquisition of General Commission of customs clearance (GCC) and General Commission of taxation (GCT) access letters, letters to provide access to UNDP staff and tax exemption letters for UNDP-related materials. • Drafting the access request letter to GCC/ GCT to ensure access through security command center and once approval is obtained, GCC will provide final approved access letter. • Establish a network inside GCC/ GCT and other government agencies in Baghdad including ministries of interior, finance, MOI as well as other ministries where required, and is on standby to engage with the network at any time to facilitate access. • Facilitate to ensure access through GCC/ GCT to any existing UNDP staff and incoming missions of UN agencies, high-level representatives and donors. 2. Ensures effective administrative and logistical support, focusing on achievement of the following results: • Organization and coordination of shipments and customs clearance. This may include visiting to BIAP to facilitate clearance on-location. Additionally, facilitate the clearance on the old vehicles and transfer of ownership to others/ General Directorate of Traffic for registering and obtaining diplomatic plates as approved by UNDP. • Facilitates movement by FFS contractors and others: travel reservations, supporting requests for visas for the UNDP expats, and other documents, and facilitation of vehicle transportation. • Facilitate sign-off and movement of documentations including letters, pouches, Goods Received Notes (GRNs) et cetera. • Facilitate the shipment’s movement…
