SWEDO is seeking a Compliance and Accountability Officer to oversee the complaints, suggestions, and feedback mechanism in Duhok. Responsibilities include ensuring compliance with humanitarian protocols and managing accountability to affected populations. Contract duration is from July 2022 to December 2022.

Having continuously operated in the Kurdistan Region ever since, SWEDO’s main priorities of work are construction and infrastructure activities, refugee and IDP initiatives, health, water, sanitation and hygiene, and capacity building. Duties and Responsibilities: Oversee the day-to-day operation and management of the SWEDO Duhok Complaints, Suggestions, and Feedback Mechanism. Support the Outreach project, as well as other SWEDO Duhok teams, to ensure and promote accountability to affected populations and to ensure compliance with humanitarian protocols. Adequately Supervise, Mentor and Coach Complains and Feedback Monitors. Constantly review and ensure CSFM mechanisms, referral pathways, and service mapping are up to date and meet the required threshold. Submit reports and Data on CSFM activities internally and externally as per SWEDO and Donor standards. Working horizontally with Outreach Team leaders to utilize and incorporate Outreach volunteers and Community Center Managers as information focal points. Work with the Outreach team to fill gaps in information needs, utilizing feedback from the CSFM to lead awareness and campaign strategy goals. Liaise with UNHCR and partners to help initiate, develop, and strengthen the two-way communications system. Adequately represent SWEDO with all stakeholders, while developing and maintaining relationship with: UNHCR, Local Authority, Partner agencies, Community Based Organizations, Community Leaders, and Community members. Uphold SWEDO and UNHCR’s code of conduct and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles and human rights standards. Support the PSN officer in referring the PSN cases received through the helpdesk, and the assessments conducted by the CFM unit for the mentioned category accordingly. Conduct other duties as assigned by Outreach and (CWC) coordinator. Required Qualifications and Skills: Advanced bachelor’s degree in social sciences or related Studies. Minimum Two years relevant experience in Community Engagement & Accountability approaches. Previous experience reporting to UN agencies is a strong asset. Strong communication skills: Excellent written and fluency in English and Kurdish Languages. Knowledge of Arabic is an advantage. Ability to collaborate, build strong partnership and network with other Humanitarian Organizations. Ability to analyze, simplify and generate report from a database. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Ability to handle confidential matters, prioritize tasks, meet deadlines and work under pressure. Personal commitment, efficiency, flexibility, and drive for results. Ability to effectively manage a team, work well in a team environment and individually. Organization and interpersonal skills. Ability to travel to the field. Proactive, motivated, and adaptable individual.
