Senior Compliance Officer – Erbil, Iraq-Action Against Hunger Location: Erbil, Iraq (with frequent visits to Ninewa, Salah Al-Din, and Anbar) Contract Type: 6 Months – Fixed-Term (possibility of extension) Application Deadline: 1 November 2025 Position Overview: The Senior Compliance Officer will ensure procedural compliance with AICS donor rules, safeguard project quality, and monitor operational and financial risks. The role spans compliance oversight across accounting, HR, logistics, and program management, providing guidance, risk analysis, and support to ensure transparency and adherence to standards. Key Responsibilities: Project Compliance & Risk Management Identify internal and external risks; evaluate preventive measures. Review and provide recommendations on project procedures, policies, and organizational quality. Ensure continuity and eligibility of project procedures. Accounting & Budget Monitoring Ensure adherence to accounting procedures and accurate budget allocations. Verify cash and bank journals and oversee financial documentation. Support project managers in budget tracking and expenditure monitoring. Logistics Compliance Ensure compliance with ACF and AICS procedures across the supply chain. Support partners in logistics planning and approval processes. Conduct risk analysis and provide recommendations on logistics activities. HR Compliance Ensure project-specific HR procedures are followed. Maintain proper documentation and archiving of HR records. Project Evaluation & Reporting Conduct internal and external evaluations and monthly checks. Monitor audits, follow up on recommendations, and maintain consolidated tracking. Communicate project monitoring updates to relevant stakeholders. Requirements: Degree in Finance, Accounting, Business Administration, Logistics, or related field. 3–5 years of experience in compliance, internal audit, finance, logistics, or project control (NGO experience preferred). Fluent in Arabic; strong English for reporting and coordination. Analytical thinking, attention to detail, accountability, confidentiality, organization, and teamwork.
